Renewables Norway on the EU energy efficiency framework after 2030

Renewables Norway supports the objectives of the Energy Efficiency Directive and the energy efficiency first principle, but cautions that an absolute cap on final energy consumption must not obstruct the transition to a renewable, zero-emissions energy system.
